One Report Says Fringes Grow 704% In 8 Years
Granted West Hartford isn't New York, but we offer healthy benefits.
American Federation of State, County, and Municipal Employees (AFSCME) and Service Employees International Union (SEIU) Unions choke states and municipalities.
Look st this report of West Hartford Budget projections by our own Chris Johnson.
This end of year employee metric report demonstrates pending retirement numbers in West Hartford. 25% of our town employees are eligible to retire.
Those are some sobering numbers.
Our town probably ought to rethink what kind of salary and benefits new hires should receive, and we certainly ought to rethink what we include in our negotiated contracts. Clearly what Town/Municipal employees are getting are no where to be found in the private sector.

Department Directors can bank up to 150 sick days and 50 vacation days to be paid out at retirement.
The value of these days is calculated by dividing their final annual slary by 260 work days.
So RVW for exaample:
Annual salary $145,000
Daily rate 558
150 sick days = $83,700
50 vacation days = 27,885
Total value $111,585
Now, ask RVW the following questions
1. Is there a schedule that shows the number of "banked" sick and vacation days for each eligible director and other non-director level employees?
2. Has the town accrued the value of these days and where is this liability reflected on the town's books?
The answer to these questions should be yes in both cases. However, after two years of trying to get a straight answer out of Jim Francis I think you can guess the answers.
Also, if the liability was accrued, then it wouldn't show up as an expense this year for the departures of Jim Francis and Norma Cronin as stated in Johnson's report.
Let's see how Slifka blames this "unfunded mandate' on the state
Residents should demand that these two questions be addressed.
